A Fundamental Study of Nomadic Pastoralism in Inner Mongolia

In the pre-revolutionary Mongolian pastoral economy, the basic unit of production was the hoton, or hot ail. Drawing on work conducted by the Russian Mongolist A.D. Simukov in Mongolia in the 1930s, Sneath argues that the hoton is a fluid residential grouping of households, sometimes linked by kinship, and sometimes characterized by a patron-client relationship between rich households, who needed supplement labor to manager their herds, and poor households, who were remunerated with milk and wool in exchange for their services (39-41). It would seem that the hoton is a reflection of pre-existing social stratification. But how did inequality develop among the nomadic pastoralists of Inner Mongolia and elsewhere? Sneath’s field work, conducted in the late 1980s, puts him in a unique perspective to observe the development of material inequality. In the early 1980s, the People’s Communes, which had served as a kind of political and economic administrative apparatus, were disbanded and livestock and pasture were distributed to individual families. Sneath argues that several factors are responsible for the inequality that subsequently developed: herding is fundamentally uncertain, and some families experience significant losses while others are successful; individuals who are ables to influence political authorities obtain preferential access to pasture land; rich families, with too many animals for their supply of domestic labor to handle, will seek the assistance of poor families, who have too few animals for subsistence; this pattern of inequality will tend to subsist, as rich herders lease their herds out to poor families, they are unlikely be substantially affected by loss; poor families will consume a larger percentage of their herds for subsistence, making the accumulation of wealth more difficult (259).
